Legal Question in Real Estate Law in California

There are at least two kids, one teenager, and 4 adults living in the 2 bedroom appt next door. Is that legal?

Probably. California law is fairly liberal as to allowing high occupancy vs. zoning laws, etc. that attempt to limit occupancy. Ultimately, it may depend upon whether they are members of the same family or are unrelated. Another question might be whether it is a violation of their rental agreement or lease.
