Legal Question in Real Estate Law in California

Landload rejected to receive certified mail.

As the security deposit was not refunded correctly, I just sent a request letter per certified mail to the landload.

But the landload rejected to receive my mail.

Is there anyway I can claim for their action for rejected

to receive the certified mail?

Also I would appreciate if you can guide me how I can access to the landload instead of contacting them directly.
