What can landloards charge you after you move out?

I moved out of my apartment after being there for over a year. The landloard is holding money out of my deposit for "cost of paint and painter to touch paint apartment". I left the apartment in the exact same condition as when I moved in. Is this legal? Shouldn't this be considered "ordinary wear and tear"?

it sounds like ordinary wear and tear to me which he cannot legally charge you for.
