My landlord has sent me a breakdown of the amount being withheld. Is it right for the to hold a "unsecured portion of claim"??

Probably not, but without knowing what kind of claim he's referring to, I couldn't say for sure. The security deposit given to a landlord upon rental of residential property can only be applied to certain debts, costs and claims arising under the lease or rental agreement. The possibility that there is some other security, in addition to the deposit, suggests that there is a claim here not directly related to the rental.
