Legal Question in Real Estate Law in California

If a Landlord enters a lease contract with the housing authority of Los Angeles and is only provided 2 pages out of the 10 page contract which is the signature pages. Are they bound to all the terms in the pages that were not presented or ever provided? If there is a legal code or case law please provide

The law has a rule that a person is deemed to have read things that they sign and therefore implicitly agree to. Don't sign something like that until you have read all the pages.
