landlord takes money now won't pay up or move out

the owner also person living in the home agreed to rent the property at 400 a mon. and 400 sec. dep. we both signed rental agreements, i paid him, he gave me reciepts, and i was supposed to move in one week later.Nov. 15 1999 came and gone till presant and all i've gotten is excuses , promises of the day he'll pay me and yelled at.Now over 2 months later i still have no where to live nor do i have the money i gave him. What can I do?The money was given to me through emergency welfare and i can't get anymore. Help

Check with legal aid, they local bar association, and law school in your area. You may be able to find an attorney that will help you. This individual has probably done this more than once. He needs to be stopped. The punitive damages for his conduct could be substantial.

Also report him to the emergency aid office and the district attorney's office consumer fraud section.

this happens a lot. He never intented to rent it to you, he just wanted to steal your money and you are going to have to g to small claims court to get it back.
