New landlord asking for new tenant application

Does a new landlord have the right to request that we fill out a new tenant application, and can he use information in that application to evict us? We have lived in the unit for 5 years with no problems. A new landlord bought the units a month ago and recently presented us with a new application to fill out.

Also, if the landlord does not want us to wash cars on the lawn, can he legally remove the hose?

The landlord is entitled to request a new rental application in roughly the same sense that a tenant can ask for new carpets. Neither request can amount to a legally-enforceable demand (in most circumstances). The party upon which the request is made can refuse. Then, the party making the request can serve a 30-day notice.

My suggestion in the current rental marketplace is to make reasonable attempts to comply with landlord requests unless you have an airtight long-term lease and are not in violation of it.

As to the hose, this kind of self-help is probably legally overstepping, but the landlord could argue that his action was justified as within his power to take care of the property for the benefit of all tenants, etc. etc. It is not worth making an issue of it.
