Legal Question in Real Estate Law in California

A leashed dog is attacked on a multi tenant commercial property. The aggresor belongs to one of the tenants. Would the commercial liability policy (assuming there is one) cover the vet bill and could the property owner also be held responsible if the dog owner does not accept responsibility?

Although this question does have some real estate aspects, it is more of a dog-bite or pet question, and you might get better responses from rre-asking it under such a category if we have one. However, I'll take a stab at answering. The dog owner's commercial liability policy is likely to cover the vet bill. The property owner's potential liability seems somewhat remote because the dog's presence and potential viciousness was not something the property owner reasonably could have anticipated or controlled.
