Is legal to make new rules outside of your lease stating you can't smoke cigarettes on drink abeer on your patio/balcony or smoke cigaretts .also u can't smoke cigarettes outside walkn anywhere on the logan pk property even though its not regulated as asmoke free zone

A landlord cannot ordinarily make new rules during the term of a lease. If you are on a month-to-month arrangement, however, he/she/it could add such restrictions. Now, if the new rules are to implement a city or county ordinance, the landlord would have no choice, and the rules would have the force of law. I doubt that any cities or counties are adopting ordinances about drinking beer. Therefore, I suspect the "new rules" are beyond the legal power of the landlord, but you should inquire before challenging.
