Yes, in the usual sense of "legal," it is indeed legal to occupy a home that has no electricity. There are hundreds, if not thousands, of homes in California that were built "off the grid" and never wired for electricity. Some, but by no meals all, of these houses have some relatively small quantity of electric power from solar cells, mini-hydro, or wind turbine sources. On the other hand, it is a breach of contract for a landlord to fail to supply electrcity to a property that was designed and built to be electrified (even if the tenant pays for it). Also, there may be local ordinances or CC&Rs;or HOA rules, etc., that locally require, either specifically or by necessary implication, that a property have electric power.
