What legal requirements are there in CA for removing an entire HOA board?

The most sensible way is by you and other candidates on your side running and defeating them at the next HOA board election.

Otherwise, if there has been serious misconduct or violation of law that the entire board allegedly has done, then I suppose California law might provide for a lawsuit to remove them. But that would be extremely costly, contentious, and probably not the best solution. You can sue them for certain violations of the HOA bylaws but to remove the entire board through a court challenge probably would be futile.
