Legal Question in Real Estate Law in California

Is it legal to wash your car in San Francisco? I live in a condo high-rise with a home owner's association. I tried using the water tap on the side of the building an the manger told me it was against city code to wash cars in SF. I called the water agency and they were not sure of such a city code.

Although I do not practice in this area, I did check the city codes and found ordinances regarding water flow from shower heads and gallons per flush for toilets, but nothing regarding washing cars. Doesn't mean it isn't there, but simply that a fairly careful check by a lawyer did not turn it up.
