liability

is the owner of a house on a hillside have to pay if the electrical power pole is liening because of the soil shifting? or is the DWP pay for it?Thank you

There isn't a simple answer to this based upon the facts you provided. Is the pole on your property, or on DWP property adjacent to yours? Is your property shifting and causing the pole to tilt, or is it due to poor construction and installation of the pole on DWP's part? Clearly, you will want to assert the position that its their problem to deal with, but you need to review the facts with someone before really answering the questions. Sorry I can't give you a firm answer, but there is a lot more to it.
