Liens
May a non-incorporated, non-registered road association (association of homeowners, using private roads) file a lien against property of member for non-payment of dues?

Not unless you have a recorded agreement among the owners which provides that you may do so, or a management agreement signed by all of the homeowners giving you the authority to do so. It would be a really good idea to review this matter with an attorney who has experience with homeowners assocations to see what other elements your association may not be meeting.
