Life Tenancy rights

I have a Life Tenancy in owned home on someone else's property. Do I have the right to lease out my home and move to another city?

Assuming you mean a life estate, the answer is yes so long as the original grant didn't limit you or place conditions prohibiting your intention. So, you can probably rent it, but you must disclose to the renter and be aware that they take a lease that can only last as long as your life, once you pass, the tenancy will be extinguised.
