Limited power of attorney for purchase of real estate
Given that I live in the Emirates, and the california form for power of attorney requires a notary public; would any notary public here (UAE) authorized by the States do to help me send the form?

You can have it done at any consulate office. As for the form, you can hire a lawyer here in the US to draft it and send it to your electronically as a PDF file.

The question is best addressed to whomever is going to be expected to respect the POA and honor the authority of your attorney in fact. If you can identify, for example, a particular seller, escrow company or broker, as their requirements. The USA is divided on its expectations, despite efforts to make both the law and its observance uniform across the states.
Absent the ability to preplan this, I would check with a U.S. consular official.
It is technically possible to make a power of attorney with signatures of two adult, disinterested witnesses instead of notarization, but in the circumstances I would favor the more formal route of acknowledgment by a commissioned notary or consular officer authorized to perform this act.
