I live in CA, what can a landlord charge when moving out? Examples are 215.00 for cleaning a small 1 bed apartment and 200.00 for reglazing a kitchen counter.

What a landlord can charge is his/her/its actual cost to repair damage done by the tenant, above and beyond "ordinary wear and tear". This is governed by Civil Code section 1950.5 and other portions of the law regarding landlord-tenant relations, including case law. CC subsection 1950.5(g)(2) contains rather detailed requirements for the landlord to document the cost of cleaning and repair work done.
