Legal Question in Real Estate Law in California

i live in california and rebuilt a shed that was originally too close to the property line with the City. my neighbor wrote a letter to the City and make a number of accusations - ie my shed was too close to the property line ( submitting photos with her letter ), that i was running a business selling firewood, that i was a retired police officer, Vietnam vet and crazy. all this in writing which i was mistakenly allowed to read. i have moved the shed rectifying the only real problem with the City but when i asked for a copy of the letter. the Citys reply was the clerk would have to ask the City Attorney. i stated under that under the Freedom of Information Act wouldn't i be entitled. the clerk said she would get back to me. i have waited two weeks and no response. i was going to next put it into writing formalizing the process but decided to ask first
