Lost rent and property possesion

On September 22, 1999, my apartment was destroyed in a 3-alarm fire. The fire started in another apartment and the firemen broke into my apartment to contain it. I lost everything (brand new living room set, bedroom set, kitchen and bathroom accessories, all my clothes and shoes, pictures, TV's, Radio's etc... Also, the landlord won't give me my last month rent, which was $450 and 8 days of remaining month's rent. I've been trying to contact the landlord for the last 2 years. The first year, her excuse was she hadn't received her settlement payment and the second year she never responded to my calls. I feel that I should be compensated for my lost. The fire wasn't my fault. The fire dept report read undetermine. Either the fire was started deliberately or electrical. This was my very first apartment in life. The landlord and I had a verbal agreement and she never mentioned that I should get rental insurance. When I first moved in the apartment, it needed major electrical and plumbing work and the landlord said she would take care of it. I was only in the apartment for 6 weeks before it was destroyed. The landlord received her money and I received nothing. What can I do about it?

You are probably entitled to a return of your prepaid rent and deposit, but I doubt you have any claim on the insurance proceeds.
