In California is it legal to privately hold a lottery where people buy tickets and the prize(s) are homes they win?

No. Lotteries are illegal in California, with two exceptions: the one the state runs itself, and lotteries operated by non-profit organizations that meet certain strict criteria, one of which is that the organization have already been in existence for a while before it operates a lottery, which prevents folks from organizing "charities" on the spot.
