Before resorting to a nuisance lawsuit, you may solicit the assistance of the local code enforcement agency (check with your local building dept. to get the contact number). If you are in neighborhood subject to a homeowners association, you can file a complaint with the HOA board.

If none of that works, there is always a civil suit for injunctive relief. But when it comes to neighbors, I always recommend exhausting all available altneratives before filing suit.
