i made an offer on vacant land can i back out of the offer

As a general rule of contract law, you can retract an offer that has not yet been accepted. However, note that your offer may have been accepted already even if you are not aware of the acceptance, e.g., if mailing you the acceptance was an invited means of acceptance, the acceptance would be effective when dropped in a mailbox. Your retraction must be communicated to the seller in order to be effective.
