what can my mom do if she was convinced to sign her property over by a real estate agent that has expired license in state of california

We can not answer the question because you do not explain what "signed over" means and what in fact occurred. If his license has expired he can not charge for any real estate sales work he does. In some cases you can go to the DA's Office as to consumer or real estate fraud, the Dept of Real Estate that also has a fraud victim's fund, etc. It might be an elder abise matter too. You need to file immediately with the County Recorder some type of document [not knowing the facts I can not guess what type of document] so that any one who buys the property knows it is an unclear title. The real estate flirm he works for may also be liable.

Joining the chorus here. Why in God's name did she sign the property over to real estate agent even if he no longer has a license to begin with? You need to disclose what lead up to this, what promises they made before anyone can give you any advice as to what to do. I strongly advise you to repost your question with additional facts before you go off half cocked and make a fool of yourself as this potentially is very serious matter. You pay nothing for the advice here so ask again and provide a better explanation of the circumstances so that you can get some good advise based on the facts.
