Legal Question in Real Estate Law in California

My mom came into my dorm the other day to take my stuff away for punishment. Now I don't have a license and I"m trying to get a new learner's permit so I have a passport. The thing is, she took my passport away. I called my step dad and he said that they paid for the passport so it's there's. That got me confused because I thought government ID is entitled to whoever has their name on it. Is it stealing?

How old are you? If you are under 18 and not emancipated (by marriage, court action, etc.) you and your property are still subject to parental control, at least to a large extent, in the eyes of the law.
