my mothers electric central heater has gone out. she was told she has to convert to gas because california has banned electric heaters. is this true

I doubt that very much. Contact your mother's local power company to find out.

I do not believe that California has out-right banned electric heaters. However, California has imposed building code provisions for residential energy consumption that exceed IECC standards. Since electrical resistance heaters, especially central furnaces, are huge energy hogs, it may be that it is not possible to find whole-house systems that can meet the relevant building codes to get a permit to install it.
