Can someone else move your mailbox without your permission or knowledge?

Only if they are the post office. Technically your mailbox belongs to them.

Or someone acting on instructions, orders or permission of the U.S. Postal Service. An example might be roadside mailboxes temporarily moved by CalTrans during a road-widening or repaving project. Seems to me I have heard of landlords of large multifamily apartment buildings re-locating a battery of interconnected mailboxes on instructions from the Postal Service because it wasn't installed right in the first place.

The Post office will order apartment mailboxes tro be moved if both the mailperson and the occupants can not easily get or deliver the mail.
