i moved into an apt that has a bed bug/ roach infestation can i sue the landlord for losses?

What losses? You don't have "losses" from that. What you have is a habitability issue that you can demand the landlord take care of. If they fail to, you can report it to the health department and if they agree with you they will issue a citation to the landlord. If the landlord then fails to clear the citation, you are entitled to break your lease and move out. THEN you have losses, and youc an sue the landlord for them.

Yes, but you have a major economic problem in pleading and proving losses that will exceed the cost of the proposed lawsuit! Your could win in court and lose in the pocketbook.
