upon moveout after 8 years is tennant responisble to clean carpet?

There is no fixed rule.

The landlord is responsible for "normal wear and tear." The tenant is usually responsible for anything beyond normal wear and tear.

Small-claims courts get lots of litigation over what is and isn't normal.
