Multiple owners, Who must consent for mortgage refinance or HELOC?

I own a home in southern CA with my mother. I am on the mortgage and on the title. Is it possible for my mother to refinance the home, secure a home equity line of credit, or lien the home in anyway without my knowledge or consent?

If someone is willing to give your mother a mortgage or HELOC secured against her interest in the property the can. This is unlikely, though. I don't know if you are on title for death planning purposes or because you actually purchased the house with your mother.
