Legal Question in Real Estate Law in California

My neighbor built a block wall on thier wall by three inches. Can I put stucco on the wall facing my property, even though it is not on my property? Can I attach anything to the wall? Do I have any rights to the side of th wall facing my property? Do they give up thier rights to the three inches?

A property owner does not surrender any of his land by placing a fence or wall inside his property line. You'll need permission to use the wall in any way.

I agree with Mr. Whipple. Your neighbor's wall built entirely on his property is his wall, and if you touch it or deface it, you can be sued.
