our new neighbors haven't even moved in yet, the man of the house already started an argument with my husband and threatened to get a gun after my husband, because my husband asked him if the construction was finished or not, due to the fact that the workers started at 5:00a.m. Are there any noise laws in southern california, and is their any recourse that we can take to resolve this problem and posbably get the neighbors to sell their home ?

this is a difficult situation. The threat to get a gun should not be taken lightly. You have some options. Reporting the threat to the police is one option. You could also obtain a restraining order against him. Either of these options is likely to escalate the level of hostility. You could check to see if there is a mediation service available in your community. This may be successful in resolving the problem.

However, these situations often escalate into very serious situations. Consulting an attorney and having the attorney contact the new neighbor is an other possibility.
