Neighbor Dispute? Do i need a attorney?

My neighbor next door put a lock on the fence which we believe is on our property. He broke our pipe to our sewer line digging on the side of our house, planting flowers.

I went to the side of the house to fix the line and saw that he put a lock on the fence and a sign saying we need permission to get to our property.

It's on the side of the house where if he walks out of his kitchen door his drive way is there. But There is a long line of land/dirt that goes from my front yard to my back yard and my sewer line is there.

We have been cutting down his flowers for the last 5-6 years...

What do we do?

We want to cement this area in because water settles under the house when it rains. And put up a fence.

Please Help!

"Helpa"? If you can't negotiate a settlement and resolution yourselves, then you need to hire an attorney to try. If that fails, you may have to file legal action to assert your rights out to the property line. You'll need an attorney for that, unless you can effectively represent yourself in court.
