The neighbor keep using parking space
My 75 year old mother owns a condo. The title to the condo states that she is assigned a numbered parking space. The owner of the neighboring unit, which has a two car garage, insists on using her assigned parking space as well. After several requests to the neighbor to remove the car and a general letter from the Homeowner's Association reminding everyone to park in their assigned spaces (which he ignored), the Homeowner's Association, at my mother's request, had the car towed. The next day it was back in her space. The neighbor has been harrassing her ever since (banging on her door, yelling at her). Neither the police nor the Homeowners Association seem to be able to do much. Any suggestions on how to get the car removed and stop the harrassment?

I would have the car towed on a daily basis. sooner or later he will run out of money and not get the car back. The next best solution is call the cops and make a citizens arrest. the cops wont do this on their own, it must be a citizens arrest. You could also hire a lawyer and get an injunction from a court but that costs $$
