Neighbor Problems
Is there any legal action that I can take against the landlord of the home next to mine for failing to act to problems I reported to him about the adjudicated noise disturbances caused by his tenants?

If the tenants, not the landlord, are making the noise, you may have to take whatever legal action against the tenants. A landlord might in a few instances be held liable for tenant-caused problems, but making a case in court would be difficult.
