Neighbor trims my tree without permission

My neighbor uses an extended pole saw to reach into my yard and trim trees which are under an arborist's care and ruins the health and shape of the tree. Last August he waited until we were out-of-town and trimmed it during a 110 degree heat wave. He trimmed a branch that is about 20 feet high and the tree limbs and leaves have not grown back since. Also, the neighbor stated that the property line goes from the ground to the moon and he can even hack any branch that may be potentially growing in his direction. I have asked him many times not to do this, but he continues. What do I do and is it true about the property line and the moon?

He can trim what is hanging over the property line but he cannot reach into your yard and trim beyond the line.
