my neighbors dog keeps barking and it says on the lease no pets what can i do?

What does the neighbor's lease say (if he/she has a lease)? It might be different from yours. For all I know, the neighbor with the dog might own his/her place.
In general, the things to do would be as follows, in this sequence:
(1) Speak to the neighbor;
(2) Complain to the landlord;
(3) Consider moving, if you are month-to-month or have a lease near expiration;
(4) Determine what local ordinances say about noise, especially barking dogs, to see if enforcement is possible.
(5) In light of the local ordinances, and if the local authorities won't act on your behalf, consider bringing a suit for private nuisance. [A tenant has standing to sue for private nuisance. Neuber v. Royal Realty Co. (1948) 86 Cal.App.2d 596 at 624.]
