Legal Question in Real Estate Law in California
Our neighbor's fence deteriorate (half crashing ours) and they remove the fence. Their ground is higher than our yard and invade our privacy and invade shared public space between the fences, and they also allow their dog to ran over to our home and come to open our door to release the dog without asking for permission. Since our own fence is already at the height limit, are there any legal recourse to protect our property rights and privacy?

Neighbor disputes are always tense, particularly where the problem is more of an annoyance, rather than a major dipute over property rights or damages. It appears that your neighbor has created a nuisance and committed a trespass (with the dog). You can put up a more secure fence, if that will help. Otherwise, your action, in court, will be for damages from the nuisance and trespass and/or an injunction to keep your neighbor from allowing the dog to come onto your property.
