Neighbors too play music too loud...cant sleep

Neighbors have constantly played music too loud when having parties...too many kids in the block...no adult supervision...parties last long into the night, usually 3am...I cant sleep...I've called police with a disturbing the peace complaint, but when they come all they do is drive by and keep going..theyve never stopped. is there any recourse i can take...I know the owners of the house, can I complain to them..(current residents are renting)
