My neighbors won the right to "buy first " in 1991 on my property-how long is this in effect?

You have to explain in detail what you mean as one does not "win" a right of first refusal.

Of course Mr. Shers is wrong. One can win a right of first refusal in many court proceedings. He is quite right, however, that there is no way to answer your question without a great deal more detail about exactly what the terms of the right of first refusal are and how they were "won."

I assumed, perhaps incorrectly, based upon the language used, that the question was not referring to "won" as a court judgment, especially as it would involve a very narrow set of circumstances in which the court would consider such an "unripe" issue.
