Can a non-attorney own a law firm in California?

No. A non-attorney cannot own a law firm or even be a partner in one.

A non-attorney cannot even share in the fees or profits of a firm, except under a qualified employee profit-sharing plan. And because those are so tricky to set up legally, most firms don't even do that, opting for bonuses, 401k matching, etc.
