Is the notation printed on a sign posted on the property sufficient to prevent a Prescriptive Easement - "Right to pass by permission and subject to control of the owner"

Yes.......provided the sign or signs are posted at each entrance to the property or at intervals not exceeding 200 feet along the boundary. This is the language specifically mentioned in Civil Code section 1008, which you should look up.
