Do the property managers have the right to enter a renters premises if the renters refuse to give premission to the property managers to enter the premises?

Yes, the landlord and his/her/its agents have the right to enter upon reasonable (usually 24 hours, less in bonafide emergency) prior notice for a legitimate reason, including repairs, showing to prospective tenants or buyers, and so forth.
