Obstruction of View...
My parents have had a house with a lot next to it since they bought but nobody developed it for a long time. One of our neighbors is a contractor and started to build his new house on that property. ok no problem. But when we found out that the house will be 2 stories and stuck in the exact location of our house. And he is going to an extreme of putting a second story on the garage which is right in front of my parents bedroom window. Is there any legal possibilities with this problem?

If the design and construction conform to codes and are done with permits, probably not. There is no protected property right in a view, access to sunlight and breeze, or anything of this sort in general state-wide law. Possibly there could be CC&Rs applicable to that lot, but the only way (well, the best way) to find out would be a title search on that property which might cost a few hundred bucks.
