Legal Question in Real Estate Law in California
Is the owner of a Townhouse responsible for any outside wood or wood attachements ie; a planter box that was placed by the builder? I know that the owner owns the ground or lot that is under the townhouse, but I thought the association was responsible for painting and anything outside of the townhouse.

To answer with certainty would require a review of the association and title documents, because there is some flexibility in where the homeowner's ownership ends and common ownership begins in townhouses. Generally though outdoor accessories and architectural features are with the HOA.
Sounds much more likely to be the association's responsibility, but without seeing the actual placement of the box and probably looking at your ownership documents and association agreement, there's no way to be completely certain.
