Legal Question in Real Estate Law in California

I paid 9.35 for SCEP in a separate payment to the manager and now they are adding 2.96 a month for SCEP and raising the rent from 990.90 to 993.00 permanently. Can they do this? I live in Van Nuys, Ca.

I guess "SCEP" means "Systematic Code Enforcement Program." Someone from Los Angeles should probably answer this question. To me, the program itself seems barely constitutional, and I had no idea that program costs were passed along to landlords and tenants. However, an increase from $990.90 a month to $993.00 is only 0.2% or so. Why don't you just politely ask the manager what the legal authority for the added rent is, and if the answer is halfway sensible, accept it.
