Partner crazy (talks to trees), partition or ?

Partner won't do anything, sell her share . buy my share, pay taxes, do improvements (required by housing department), I owe about $8K in fees and penalties to LAHD. I am 4 years behind in property taxes.

You may only have a few years before the tax assessor takes over the property [normally they do not do so immediately when the 5 year periods of non-payment first occurs]and it does not sound as though you want to try to ride out the dip in prices. You also can not sell your partner's interest. Document that she will not do anything, sue for partition. Dissolve the partnership if it was ever formally done.

The property tax issue you mentioned is a big concern because the government takes technical title basically the day after you are behind and it becomes official after 5 years. You can partition the partnership in court. Have an attorney review your partnership agreement if you have one because you may have other options there. Given the amount of money involved, having an attorney review your file is important. The information you provided is not complete enough to tell you if you have other options.
