Legal Question in Real Estate Law in California

Can a person living overseas transfer ownership of his house in California to a sibling by re-creating form FO-13B (Rev 9/88), filling out the necessary info, notarizing the form at some US embassy overseas, and then sending it to the county office for recording?

I have no idea what a Form FO-13B is. There is no California Judicial Council form so numbered, nor could I find any reference to it via Google.

My hunch is that the better method is to use a recognized California deed form.

I also recommend legal advice regarding the motives for this transaction, its tax consequences, effect on existing liens, filling out the deed accurately, and related matters.
