Legal Question in Real Estate Law in California

Plumbing damage caused by an offical city tree.

I am renovating a older commercial building with poor plumbing. After spending over $10,000.00 trying to repair serious plumbing and drainage we have discovered the reason for all the crushed pipes and sewer line damage is caused by a city owned tree adjacent to our property. We have city tree roots in our drain and sewer plumbing pipes.

What arguments for remediation and reembursment can I make with the city attorneys office?
