policing general contractor

if the general contractor is delaying the completion or not doing a good work, besides having the city inspector who only concerns about the framing safty, is there other 3rd party that can help policing the general contractor making sure that the the job is done right. In the building contract, we did not specify when he should finish the house. Now he took almost 95% of the payment, and the house is about 80-85 finished. I tried nice talking to him or putting some pressure on him, but still afraid to make him slowing down even more or doing worse work. Is there anyone who can tell him what to do?

Contact the state contractor's license board about the contractor. You should get a complaint form. Prepare the complaint and file it with the contractor's license board.
