What web site would i go to, to find properity owners that may have lost there properies?

Since your question is under the real estate and realp property heading, I assume you mean something like "lost through foreclosure" and are not seeking an on-line lost-and-found service. By the way, I have never heard of the latter, but I imagine such a service exists.

There are services that track foreclosures in particular geographical areas. They generate and sell information about properties where notices of default and notices of trustee's sales have been recorded and their main customers are people who invest in foreclosure property or offer services to delinquent borrowers. If I were trying to find such a service, I would look for ads in the local legal newspaper, the phone directory Yellow Pages, and on line.

Another fairly easy and free way to find out about Notices of Default and Notices of Trustee's Sale is to go to the recorder's office in the county of interest and examine the recently recorded notices. Also, the notices may be publicly posted at the court house.
